Australia’s insurance sector is facing a larger contribution to the cost of financial regulation, with ASIC’s 2025-26 industry funding estimates putting insurance levies at $23.838 million.
That is a sizeable rise from the $17.608 million levied in 2024-25 and reflects a broader increase in the regulator’s expected cost recovery across the financial system.

For policyholders, the levy itself is not a direct premium charge. However, regulatory costs form part of the operating environment for insurers, distributors and claims-handling businesses. When compliance, enforcement and supervision costs rise, they can add to the pressure already being felt from claims inflation, natural hazard exposure, reinsurance expenses and technology investment.

The largest share of the estimated insurance sector levy sits with insurance product providers, at $16.879 million. ASIC has also estimated $2.498 million for insurance product distributors, $4.061 million for claims handling and settling services providers, and $400,000 for risk management product providers. The most notable increases relate to enforcement activity, supervision and surveillance, particularly where the regulator is seeking to reduce potential consumer harm.

This matters because regulatory attention is increasingly focused on outcomes rather than paperwork alone. Claims handling, product design, disclosure, vulnerable customer support and complaints management are all areas where poor practices can quickly become expensive for businesses and frustrating for customers. A more active regulator may ultimately improve trust in the sector, but it also raises the bar for every participant in the insurance chain.

For households and businesses, the practical takeaway is not to assume every policy or provider is affected in the same way. Instead, it is a timely reminder to review whether cover remains appropriate, whether exclusions are clearly understood, and whether the premium still reflects value for the risk being transferred. Business owners should pay particular attention to public liability, professional indemnity, management liability, cyber and property cover, as these areas often involve both compliance obligations and complex claims scenarios.

The final levy figures are expected later in 2026, with invoices to regulated entities due in early 2027. In the meantime, customers can use this as a prompt to compare options rather than simply renewing automatically.
