A federal parliamentary inquiry into small business insurance has pushed its final report into 2027, extending the wait for recommendations on affordability, availability and whether modern insurance products are keeping pace with small business risk.
For domestic and home service operators, the delay is not just a Canberra timetable issue; it keeps unresolved questions about liability, interruption, cyber exposure and regional access on the agenda while everyday renewal decisions continue.

The inquiry was originally expected to report on 27 October 2026. It is now expected to table its final report by 26 February 2027 after taking more time to consider the evidence received. The process has drawn more than 100 submissions and included hearings in Sydney, Brisbane, Perth and Melbourne, with insurers, brokers, lawyers, consumer groups, business organisations and sector representatives contributing to the discussion.

The terms of reference are directly relevant to small operators who work in and around clients' homes. They cover the provision, regulation and pricing of insurance products for small businesses and not-for-profit organisations, including public liability insurance, professional indemnity, cyber threats and business interruption. They also consider access to cover in regional and remote Australia and for sectors viewed as higher risk.

For cleaners, gardeners, maintenance providers, mobile technicians and other domestic service businesses, the practical point is that no immediate reform has arrived. Premium pressure, policy exclusions, contract-mandated cover limits and documentation requirements remain matters to manage under existing market settings. Even if the inquiry ultimately recommends changes, those recommendations may still require government response, regulatory work or industry implementation before small businesses see any material difference.

In the meantime, operators may wish to use the delay as a prompt for careful housekeeping rather than waiting for policy reform. Useful review questions include:

  • whether the business activities described in the policy still match the services actually being offered;
  • whether subcontractor use, staff numbers or work locations have changed since the last renewal;
  • whether tools, equipment, vehicles and home-office assets are recorded at realistic replacement values;
  • whether client contracts require specific liability limits, evidence of insurance or additional policy conditions;
  • whether interruption, cyber and professional advice risks are being considered alongside physical damage and injury risks.

The inquiry's extension may allow a broader assessment of evidence, but it also means small businesses will face at least one more summer trading period without final parliamentary recommendations. That makes clear records, current schedules and regular insurance policy reviews especially important for home service providers whose risk profile can change quickly as they add services, take on larger clients or move into different locations.
